libgeotiff-dev software package provides GeoTIFF (geografic enabled TIFF) library -- development files, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgeotiff-dev
libgeotiff-dev is installed in your system.
Make ensure the libgeotiff-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgeotiff-dev *
You will get with libgeotiff-dev package name, version, architecture and description in a table
